Can current programming languages generate new technologies other than what we have currently because even those technologies in many sectors even those of military sector are they efficiente as we thought ?

I said we have to change for something more better, something more efficiente and more technologic than what we have currently as programming languages. In my knowlege, there is a new programming language that will change concept in programming process, in numeric devices, in industry machines and globaly in technology.
